Building and installing a large steel production line such as a skin pass mill (a temper/surface-conditioning mill for steel strip) is a project that integrates several disciplines at once—from foundations and civil works to heavy machinery erection to piping and electrical systems. Every part must be precise and perfectly coordinated for the line to run at full performance. What a Skin Pass Mill Is

A skin pass mill (or temper mill) rolls steel strip under a very light reduction in the final stage of processing to improve flatness, surface finish, and mechanical properties and to eliminate certain surface defects before the steel moves on. Such mills are central to producing high-quality flat steel, so they must be installed on a stable foundation and aligned with high precision.

Multi-Discipline Industrial Installation

Installing a single steel production line is not one job but the integration of several disciplines that must proceed together, systematically: civil and foundation works, mechanical erection, piping, and electrical and instrumentation (E&I). Project success depends on planning and coordinating all disciplines in step throughout construction.

Foundations and Civil Works for Heavy Machinery

Steel-line machinery is very heavy and generates high vibration in operation, so the foundation must be designed and built to carry the load, control settlement, and precisely embed the anchor bolts that secure the equipment. Concrete works across all areas must control level, flatness, and anchor positions to the drawings—because even a small foundation deviation directly affects machine alignment and service life.

Machinery Erection

Once the foundation is ready, erection lifts, positions, and assembles large components into place, with alignment and leveling to the machine manufacturer’s specifications. This stage requires suitable lifting equipment, tight work sequencing, and high precision so the machines operate smoothly together across the whole line.

Piping and Electrical Systems (Piping & E&I)

A production line needs complete supporting systems—piping for fluids (cooling water, hydraulics, air) and electrical/instrumentation systems for control and power. Pipe routing, switchgear installation, cabling, and control systems must be executed neatly and safely to connect every part of the machinery into a single, ready-to-run system.

Coordination and Commissioning

After all systems are installed, the project enters commissioning—testing and adjusting the whole system to work together before actual production begins (such as the 1st coil production). This stage proves the integrity of all construction and installation work and requires close coordination between the installer and the machine technology owner.

Project Reference: Hot Skin Pass Mill Construction and Installation by the CTE Business Unit

WCE’s CTE (Construction Technology and Engineering) business unit carried out the construction and installation of a Hot Skin Pass Mill for a global steel-plant equipment manufacturer, covering both civil construction work and erection work—including concrete works across all areas, machinery installation, and piping and electrical systems.

The team delivered every discipline systematically within the project window (from July 2025 through mid-2026). The line has now been handed over and entered commissioning in preparation for 1st coil production.
